Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at the national, provincial, and district levels to ensure the long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale-up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings, and recommendations necessary to make key service delivery decisions.

As the Local IT Communication Systems Officer under the supervision of the National EPTS Manager the IT Communication Systems Officer you will be responsible for overseeing the allocation, management, and monitoring of internet access, telecommunication devices, and other communication-related resources across the 149 health facilities supported by the project. This role is critical in ensuring reliable connectivity and efficient communication systems to facilitate the successful implementation of Information Systems across all facilities. The role will also be supporting communication between systems inside the health facilities: interoperability between ePTS and server, interoperability with ePTS Genexper, and credit for patient reminders.
This position is based in Tete, Mozambique. The ECHO project will end in March 2026.
Key Responsibilities:
- Manage the provisioning and allocation of internet services, phones, and other communication devices to health facilities.
- Monitor network and communication device performance to ensure continuous service and troubleshoot issues as they arise.
- Collaborate with technical support and infrastructure teams to implement updates, upgrades, and maintenance schedules.
- Reinforce implementation of policies and standards for communication device usage and security.
- Maintain accurate records of devices, allocations, and network configurations across all facilities.
- Liaise with vendors and service providers to ensure quality and timely delivery of communication services.
- Compile and report on system performance, issues, and improvement opportunities to project management.
- Support the integration of communication systems with broader Information Systems initiatives.
Preferred Skills
- Knowledge of healthcare IT systems and infrastructure.
- Experience working in rural or resource-limited settings.
- Familiarity with network security practices.
Minimum Qualifications
- Bachelor’s degree in Information Technology, Telecommunications, or a related field.
- Proven experience in managing communication systems, network infrastructure, or IT support in healthcare or similar sectors.
- Strong problem-solving and troubleshooting skills.
- Excellent organizational and record-keeping abilities.
- Good communication skills for liaising with technical teams and facility staff.
- Ability to work independently and coordinate across multiple sites.
