Jhpiego Mozambique seeks for Technical Director, will report to COP, the STD provides overall technical leadership of the project, project oversight, focusing on establishing, scaling up and increasing HIV interventions for AGYW and OVC. The STD has direct oversight of the Technical Assistance Team. S/he will coordinate closely with other Team Leads to incorporate cross-cutting themes and innovations across objectives. The STD will support the COP to ensure technical quality and consistency of TA, coordinating Rise partners participation in TWGs, and supervise/mentor subnational clinical advisors. The STD will oversee and ensure technical and methodological soundness of all project activities, including development and execution of action plans, implementation of work plans and coordination with government and other key partners.

Responsibilities
- Provide strategic and technical leadership on OVC programming, especially related to HIV prevention, care, treatment, and adherence support for children living with HIV (CLHIV).
- Lead the design and implementation of evidence-based interventions to improve pediatric ART uptake and viral load suppression.
- Coordinate closely with clinical implementing partners to strengthen bi-directional referrals and linkages between health facilities and OVC community services.
- Oversee case management systems to ensure high-quality individualized care plans for CLHIV and other high-risk children.
- Ensure alignment with national OVC and pediatric HIV guidelines, and support capacity building of staff, community case workers, and local partners.
- Collaborate with the Ministry of Gender, Children and Social Action (MGCAS), Ministry of Health (MISAU), and other stakeholders for effective policy and program implementation.
- Lead and oversee the integration of HIV-sensitive social protection and mental health/psychosocial support (MHPSS) services.
- Support robust monitoring, evaluation, learning, and adaptation (MELA) systems and use of data to inform programming.
- Represent the project in technical working groups, donor meetings, and other strategic forums.
Required Qualifications
- Master’s degree in Public Health, Social Work, Sociology, Child Development, or a related field.
- Minimum of 7 to 8 years of progressively responsible and directly relevant experience required in OVC programming, leadership role managing pediatric HIV-related programs.
- Strong understanding of the Mozambique OVC and HIV landscape, particularly in Central Mozambique.
- Demonstrated ability to build and manage partnerships with government, civil society, and health service providers.
- Experience with PEPFAR-funded projects preferred.
- Strong team leadership, coordination, and communication skills.
- Fluency in Portuguese and working knowledge of English required.
- Willingness to travel regularly within the project implementation area.
