    The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

    How can you make a difference?

    Under the general guidance of the supervisor, the incumbent is responsible for advising the Chief, Social Policy on the design, management, implementation, monitoring, and evaluation of all stages of social policy programing and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.

    Summary of key functions/accountabilities:

    Improving data on child poverty & vulnerability for increased use for policy and programme action
    Improving use of public financial resources for children by undertaking budget analysis to inform UNICEF’s advocacy, providing technical assistance to Ministries of Finance, planning commissions and social sector ministries to improve equitable allocations for essential services for children, working closely with sector colleagues to build capacity to undertake costing and cost effectiveness analysis on priority interventions to help inform policy decisions on child-focused investments.
    Providing technical assistance to the Ministry of Economy and Finance for operationalization of key public finance management reform, with specific focus on programme-based budget.
    Identifying policy options for improved domestic financing of child-sensitive social protection interventions.
    Undertaking and builds capacity of partners for improved monitoring and tracking of public expenditure to support transparency, accountability and effective financial flows for essential service delivery, including through support to district level planning, budgeting and public financial management as well as facilitating community participation
    Strengthening engagement with Public Financial Management partner groups, Decentralization group, and any other relevant platforms for joint advocacy and technical assistance to the government for prioritization of children in policies and budget at national and subnational levels
    Strengthening capacity of local governments to plan, budget, consult on and monitor child-focused social services
    Strengthened advocacy and partnerships for child-sensitive social policy

    To qualify as an advocate for every child you will have…

    • An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences,
    • International Relations, Political Science, or another relevant technical field.
    • A minimum of eight years of relevant professional work experience is required.
    • Experience working in a developing country is considered as a strong asset.
    • Background and/or familiarity with emergency is considered as a strong asset.
    • Fluency in English required. Knowledge of Portuguese or a latin language is an asset.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
