POSITION: Emergency Safety and Security Manager
LOCATION: Cabo Delgado

Job Summary:

The Operational Safety and Security (OSSM) will focus on safety and security support to CARE Mozambique.
The OSSM will ensure that CARE staff are working in an environment consistent with accepted minimum safety and security standards. This encompasses the training of staff in security awareness, the development of security plans, and the mainstreaming of individual
and collective safety and security awareness and responsibilities, consistent with CARE’s policies. The SSM is the principal advisor to the Country Director and Emergency Team Leader for relevant emergency response safety and security matters and will work closely
with the emergency response team. S/he will advise on security challenges, develop risk assessments, and propose risk reduction measures in addition to developing, maintaining, updating and implementing security protocols and procedures according to the situation. The OSSM will report non-compliance issues to the Country Director and the CARE Security Unit as required.

Criteria for success in this post are: a clear vision and demonstrable leadership qualities, the ability to communicate issues of safety and security in a credible and consultative fashion, and a professional approach that engages support and empowers strong decision-making.
S/he will also develop a solid working knowledge of CARE’s programs and operations and have a strong understanding of humanitarian programming approaches.
The position is detached from the Country Office to provide direct support to the Country Director, Deputy Country Director, Emergency Team Leader, and the entire Mozambique team. The OSSM will also report to and be supported in this role by the Regional Security
Manager (ECSA) and Regional Security Officer (SA), and CARE’s Safety and Security Unit (CSU) to ensure oversight of hub operations inside Mozambique. The OSSM will supervise Safety and Security Focal Points and others with safety and security duties in Mozambique
and will capacity-build partners.
While supporting the overarching CSU mission objective – providing the safest possible working environments for CARE staff – the OSSM will support the CARE’s work with staff, partners, communities, and peers to enhance the capacity of the assigned hub office, providing routine and timely analysis and incident reports to the CD/DCD, ELT, RSM and RSO, deploying as needed in support of program teams, and developing local field protocols for the management of safety and security.
High-quality and timely analysis – complete with actionable advice and recommendations – is a core facet of this role. The post-holder is also expected to be able to solve problems at a local level and demonstrate the ability to produce effective strategies and provide technical
advice.

𝗤𝘂𝗮𝗹𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀:

  • Bachelor’s degree in relevant courses such as political science, international relations, risk management, and law enforcement.
  • Note: Instead of a bachelor’s degree, a minimum of 5 years related field or equivalent combination of education and work experience in humanitarian or corporate security, law enforcement, or military service.
  • A minimum of five years of experience in managing security operations for humanitarian organizations in austere and/or complex emergencies.
  • Proven capacity to mentor and coach national staff.
  • Experience writing high-level security risk analysis and conflict analysis.
  • At least three years of experience working for a humanitarian agency in a conflict setting, managing complex dynamics.
  • Proven capacity to produce maps.
  • 2-3 years of work experience in Mozambique and/or wider southern Africa locations.
  • Experience working in remote management and with partners.
  • Fluency in English and Portuguese languages (both speaking and writing).
