The Provincial Technical Advisor – OVC Program will provide strategic, technical, and operational leadership for the implementation of PEPFAR-funded OVC activities at the provincial level. This role ensures the delivery of high-quality, integrated services—including HIV Testing Services (HTS), psychosocial support, child protection, and bi-directional referrals – aligned with PEPFAR and Ministry of Health (MoH) priorities.

The coordinator serves as a key liaison between CBO and clinical platforms, promoting case management, sustainability, and epidemic control. The role involves close collaboration with Provincial Health Directorates (DPS), SDSMAS, Local Implementing Partners (LIPs), community-based organizations (CBOs), and other PEPFAR-funded stakeholders.
Responsibilities
- Provincial Coordination and Oversight
- Lead the provincial planning, execution, and technical supervision of CBOs OVC activities, ensuring consistency with national HIV and social protection policies for child.
- Facilitate routine coordination with DPS, SDSMAS, clinical partners, and CBO to align community-based interventions with HIV clinical services.
- Represent the OVC program in relevant provincial forums, PEPFAR implementing partner meetings, and joint site visits.
- HIV Testing Services (HTS) and Linkage
- Oversee implementation of targeted HTS strategies for children, ensuring confidentiality, consent, and linkage to care according in MoH guidelines.
- Strengthen and monitor referral and linkage systems between community platforms and ART services, in alignment with PEPFAR MER indicators and MoH protocols.
- Support the integration of index testing, HIV self-testing, into the community and household-level interventions in coordination with CBO and health sector.
Psychosocial Support and Case Management
- Ensure integration of age-appropriate psychosocial support (PSS) and mental health services into routine case management, particularly for HIV-positive children and adolescents.
- Supervise the implementation of individualized care plans (ICPs), ensuring they address clinical, educational and psychosocial needs.
Technical Supervision and Capacity Building
- Conduct routine technical supervision and joint supportive visits with DPS and SDSMAS to monitor performance and mentor CBO staff.
- Ensure all interventions are in line with PEPFAR guidance, MoH SOPs, and program implementation manuals.
Monitoring, Evaluation and Learning
- Collaborate with M&E teams to ensure accurate data collection, analysis, and reporting for OVC, HTS, and linkage indicators per PEPFAR MER and SIMS frameworks.
- Use data to identify performance gaps, propose remedial actions, and track progress toward targets (e.g., viral load suppression, linkage to ART, OVC_SERV, OVC_HIVSTAT).
- Document success stories, lessons learned, and best practices to inform scale-up and donor reporting.
Partnerships and Sustainability
- Strengthen partnerships with local governments, CBOs, schools, health facilities, and other relevant sectors to ensure integrated and sustainable service delivery.
- Promote community ownership through the engagement of community leadership, traditional structures, and OVC caregivers’ groups.
- Coordinate planning, implementation, and supervision of OVC services at provincial level.
- Strengthen linkage between community and clinical HIV services (HTS, ART, VL).
- Support case management, psychosocial support, and referrals across sectors.
- Lead joint planning and data review meetings with DPS, SDSMAS, and implementing partners.
- Monitor program performance and support local partners in meeting targets.
- Ensure compliance with PEPFAR and MoH guidelines.
Required Qualifications
- Bachelor’s degree and 6 to 7 years of progressively responsible and directly relevant experience required; advanced degree preferred
Experience in OVC/HIV program management, - At least 3 years’ experience in HIV programs, with a focus on testing and counseling, linkage, APSS and case management.
- Knowledge of national HIV testing guidelines and the strategies recommended by the MoH.
- Ability to facilitate training and technical supervision of community teams.
- Good verbal and written communication skills in Portuguese; knowledge of local languages is an advantage.
- Computer literacy (Word, Excel, PowerPoint).
- Willingness to travel frequently to project implementation within the province.
