    The German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) has commissioned the German Agency for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH) & United Nations High Commissioner for Refugees (UNHCR) with the country project “Support to forcibly displaced persons in Northern Mozambique”. The province of Cabo Delgado in northern Mozambique has been affected by a violent conflict since October 2017. More than a million persons have been forcibly displaced by violence within the country, most of them in the provinces of Cabo Delgado and Nampula. The overall country project “Nexus Norte” objective is to improve the living conditions of IDPs, refugees and members of the host population, especially women and youth, in selected communities in northern Mozambique.

    Description Of Tasks

    • You provide substantive technical support to the Agência do Desenvolvimento Integrado do Norte (ADIN) to strengthen their coordination capacity with partners within the HDP Nexus;
    • You facilitate effective working relationships between ADIN and relevant stakeholders and facilitate exchange and engagement fora;
    • You support that information management and communication by ADIN is strengthened to enable buy-in by partners on the planned coordination mechanism by ADIN;
    • You support the development of strategies, processes and information to increase ongoing awareness of government policy priorities and initiatives and manage program risk, with focus on the Programa de Resiliência e Desenvolvimento Integrado do Norte (PREDIN);
    • You support the effective implementation of key planning reforms, initiatives, and programs, facilitating access to information and interactions with stakeholders;
    • You distil best practise, experiences gained through the project implementation, lessons learnt on the Humanitarian-Development-Peace (HDP) nexus approach, draft and disseminate e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc;
    • You provide substantive backstopping to consultative and other coordination meetings, conferences, etc., including identifying participants, proposing agenda topics, preparing speaking points, background documents and presentations on project related topics;
    • You participate in or take the lead in specific inter-agency or expert task forces or working groups (internally and with partners);
    • You ensure effective communication within the project and between the project and key stakeholders and partners
    • You design and conduct training workshops for partner organizations;
    • You lead, prepare, and participate in large, complex field missions, including provision of guidance to your project manager and other
    • GIZ representatives or representatives of the German government and partners;
    • You perform other duties as required by your line manager.

    Requirements

    Qualifications and skills

    • Postgraduate degree (Master’s Degree or equivalent) in Governance, Public Administration, Development Studies, Humanitarian Studies, Strategic Management or a field related to the areas covered by this action;
    • Proven knowledge and work experience of all the above areas covered by this action;
    • Excellent command of spoken and written English and Portuguese (C1/C2 level)

    General Professional Experience

    • At least 8 years of professional experience in development cooperation;
    • At least 6 years of experience in providing assistance to government actors in implementing sustainable development and/or humanitarian strategies, concepts and approaches in line with international standards and best practices;
    • At least 4 years of experience in a managerial position in an international and/or multi-partner project

    Specific Professional Experience

    • Theoretical knowledge and practical experience in stakeholder management and consulting;
    • Existing work experience within HDP Nexus will be an asset;
    • Work experience in the context of forced displacement and/or the humanitarian context will be an asset
