    iDE is an international NGO with over 40 years of experience in designing and deliveringmarket-based solutions to poverty. iDE is headquartered in Denver, Colorado, USA and operates in 11 countries around the world. iDE has been working in Mozambique since 2010 and maintains an active presence in 6 provinces covering a wide variety of thematic areas including Market Systems Development, Agriculture, Food Security, Nutrition, WASH, Women’s Economic Empowerment and Access to Finance. iDE Mozambique is supported by the Embassy of Sweden, Royal Norwegian Embassy, Swiss Agency for Development and Cooperation, USAID and other multilateral and foundation donors.

    iDE believes that Access to Finance is a critical intervention that rural entrepreneurs need to grow their businesses and remain resilient in the times of climate change. The Access to Finance portfolio is in an expansion stage, after the successes in the Beira Corridor (Sofala, Manica and Tete) since 2016. Implementation will begin in the provinces of Cabo Delgado, Nampula, Sofala, Manica, Zambezia and Gaza.

    DUTIES AND RESPONSIBILITIES

    TECHNICAL EXPERTISE

    • Create and pilot new loan products for the Access to Finance program (A2F).
    • Expand the access to finance loan program in Cabo Delgado, Nampula, Zambezia and Gaza.
    • Responsible for the monthly reconciliations, accounting and reporting of access to finance balances in an accurate and timely manner.
    • Lead the annual internal audit of access to finance programs.

    CAPACITY BUILDING

    • Support a team of loan officers to meet portfolio targets consistently.
    • Ensure accurate reporting of repayments and driving new loan applications for expansion.
    • Capacity building of staff in areas of evaluation, delinquency management, accounting and implementing new strategies.
    • Recruitment of new loan officers and creating an induction and training plan for new staff.
    • Complete performance reviews for staff on an annual basis.

    PROJECT MANAGEMENT

    • Support in the digitization project of the financial and business training for beneficiaries.
    • Design and implement new technical assistance projects with stakeholders/donors interested to invest in access to finance projects.

    COMPLIANCE

    • Develop policies and procedures to support the financial inclusion function.
    • Keep abreast of relevant changes in legislation, good practice and policy, initiating changes as required.
    • Ensure procedures are in line with Partner policies, donor policies and iDE Global policies.

    FINANCIAL MANAGEMENT OF THE A2F PORTFOLIO

    • Prepare the monthly csv file for the A2F program and ensure that all disbursements and receipts are properly recorded. In addition, the loan repayment is tracked by individual loans repayment and administrative fee.
    • Complete the bank reconciliation for the A2F bank account on a monthly basis.
    • Prepare the required paperwork (full package) for the disbursement of A2F loans, not limited to, RI, OP, repayment schedule, verification of beneficiary bank details, and approvals.
    • Ensure that all the loan paperwork is duly filed in the A2F platform
    • Ensure that disbursement projections are provided to the finance section to ensure availability of funds.
    • Do the A2F reconciliations on a monthly basis – receipt of funds/return of funds to A2F as well as update the total outstanding loans per beneficiary/loan on a monthly basis.
    • Keep a track of all the A2F operational costs (salaries and other expenses) which are paid out of the A2F administrative fee earned.
    • Ensure monthly reporting is completed for A2F revenues and a BVA is created.
    • Ensure that all A2F documents are hard /soft copy archived and ready for audit review.

    Essential Qualifications & Experience

    QUALIFICATIONS/REQUIREMENTS:

    • Preferred a master’s degree in agribusiness, finance, accounting, administration, or related field.
    • 5+ years of work in finance and administration, especially credit management, SMEs, or investments.
    • Experience in managing staff, time management, delegation of responsibilities, and being a team player.
    • Considerable experience working in the financial inclusion area in Mozambique.
    • Understanding of financial products like savings, credit, insurance, and investments.
    • Experience in managing a team, performance evaluation and capacity building.
    • Deep understanding of agribusiness and/or rural enterprise development with a focus on agricultural and rural market dynamics and savings groups in Mozambique.
    • Track record in complex project management with a focus on agribusiness or similar fields
    • Critical thinker with problem‐solving skills with demonstrated initiative and commitment to continuous system improvement.
    • Results oriented and willing to take on additional areas of responsibility relevant to the role.
    • Flexible personality including the ability to undertake tasks at all levels
    • Proven track record of managing a team
    • Open to frequent field travel in the country.
    • Fluency in Portuguese and English (both oral and written).
